Many of you must feel the same way as I do and I am expressing my feeling through Oru Paper hoping to let some of you know that you are not alone.

How many of you live a fake life with a made up smile and wished things were better or different than they are now. I know everyone has problems but some seem to be unsolvable. As Sri Lankan Tamils, many feel that they do not have an identity and feel as if they do not belong to the Western Culture as well as the Tamil culture. Is this because we were bought up in the middle of the two with a very diverse entourage? Or is it because we try to fit into the two cultures which are involved in our lives?

There are things that some of us find hard to accept from the Western culture and the same happens in the Tamil culture.

The most difficult situation takes places when there are not many people who understand this.

Many Tamil parents want their children to be bought up like they were bought up many years ago in a completely different continent. They understand that this is not the same country and that things work differently here but they need to understand that their children are mixing with this culture more than the one they would want us to keep up with. There is a lack of understanding and the chaos starts here.

Our young Tamils want to have the life of may be a Non-Tamil friend. They want to have the freedom to express themselves, the freedom to do what ever makes them happy, the liberty from other Tamil adults back chatting about you and the dirty looks in the streets, the choice to wear anything they would like, the right to study what their interest drives them into, the self-determination to be themselves!

வரிசை அப்பிடியே நிக்குது உவங்களென்ன செய்யிறாங்கள்....? என்னுடன் வன்னிவரவிருந்த சுதான்ரி கேட்டா....அவையள் சாப்பிடப் போட்டினம் முன்னின்ற ஒரு இளைஞன் சொன்னான். சரி இனி அவை ஆடியசைஞ்சு சாப்பிட்டுட்டு வர மத்தியானமாகீடும். பிறகென்ன...வன்னி போனமாதிரித்தான் இண்டைக்கு....சுதான்ரிக்கு மட்டுமல்ல எனக்கும்தான் சலித்தது.  

இரண்டு மணித்தியாலம் நின்ற எனக்கே இவ்வளவு சலிப்பானால் தினம் இதுவே வாழ்வாய் போன இந்த மக்களுக்கு எவ்வளவு வெறுத்திருக்கும். இடையிடை வந்து குற்றும் நுளம்பு சலிப்பை நிமிர்த்திப் போனது. வரிசையில் நின்றவர்கள் பலர் தங்கள் இடங்களைப் பார்க்கும்படி சொல்லிவிட்டு சற்றே தள்ளியிருந்த வாங்கில் போயிருந்து கொண்டார்கள். நான் அப்படியே நின்று கொள்கிறேன். எப்பிடியும் இண்டைக்கு வன்னிக்குப் போகவேணும்.

நாங்கள் இங்கை கடுங்குளிருக்குள்ளை இரவெண்டும் பகலெண்டும் பாக்காமல் தும்படிச்சுச் சீரழிஞ்சு கொண்டிருக்கிறம். இந்த லட்சணத்திலை புண்ணியவான்களோ எண்டு உங்கடை நெற்றிக்கண்ணைத் திறக்கிறது எனக்கு விளங்குது. ஆனால் தமிழனாய் பிறந்த ஒரே காரணத்துக்காக சிங்களப் படையும் சீரழிஞ்ச ஒட்டுப்படைகளும் எங்களைப் போட்டுப் படுத்திற பாட்டோடை ஒப்பிடேக்குள்ளை நீங்கள் புண்ணியவான்கள் தான்.

A few days ago a bomb exploded in downtown Colombo. It targeted the Sri Lankan Army’s Special Forces. This explosion occurred on a busy main road during the evening rush hour, killing eight civilian bystanders and wounding more than twenty others, including six Army troopers. The majority of the victims were Sinhalese.

Within minutes of this sad and deplorable incident, the Sri Lankan Government and Sinhalese media blamed the Tamils for this crime.

Hence following this attack the Tamil populated neighbourhoods in Colombo were cordoned and swept by security forces. A large number of Tamil civilians were arrested for interrogation. Their crime? Well, they were all Tamils.

In the mean time the Secretary General of the Secretariat for Co-ordinating Peace Process in Sri Lanka (SCOPP) described the blast as a deliberate attack to cause civilian unrest in the Sinhalese South. What he really meant was that the angry Sinhalese may run amok and start a Rwanda like killing spree of Tamils. After all they did kill more than two thousand Tamil civilians in the infamous July 1983, didn’t they?

The official news portal of the Sri Lankan Government pleaded with the Sinhalese to keep calm, without giving vent to their anger and to look after the minorities.

Sinhalese Press urged readers to restrain from any violence towards those Tamils living among them.

For the Government in Colombo the violence that occurred was a god sent. Suddenly it could divert all international attention from the Tamil Northeast. It could augment its argument regarding its ‘war on terror’ and carry on with its inhumane war on Tamils.

"போடா! எங்க கமலு 20 பேர ஒரே ஒதைல சாகடிச்சுடுவாரு!"

"போடா புழுகு! எங்க ரஜினி ஒரு ஒதை உட்டாருன்னா ஒரு செவுரே இடிஞ்சி உழுந்துடும்.."

"அய்ங்க்க்... எங்க கமலு கையவச்சி ஒரு தள்ளு தள்ளுனா இந்த பில்டிங்கே தூள் தூள் ஆகிடும்!"

இந்தப்பாடல் பிரபலமாயிருந்த காலம் அப்போதெல்லாம் சின்னக்கா இந்தப்பாட்டையே முணுமுணுத்துக்கொண்டிருப்பா இல்லாட்டி
“நானொரு சிந்து காவடிச்சிந்து”
இது இரண்டும் தான் அவாவுக்குப்பிடிச்ச பாட்டு இதைப்பாடிக்கொண்டே திரிவா நாங்களும் பின்னால திரிவோம்.

 
ஏறக்குறைய 12 வருடங்களுக்கு முன்பு சிங்களப் படைகளால் ஆக்கிரமிக்கப்பட்ட தமிழர்களின் கலாச்சாரத் தலைநகரான யாழ்ப்பாணம் மீண்டும் தமிழர்களின் கைகளில் வர வேண்டும் என்ற ஏக்கம் நிறைந்த கனவு ஒவ்வொரு தமிழனுக்கும் உண்டு.
 
இந்தக் கனவு பலிப்பது போன்ற சம்பவங்கள் சில நேரங்களில் நடந்திருக்கின்றன. ஆனால் கடைசியில் அவைகள் கைகூடவில்லை.
 
1999ஆம் ஆண்டு நவம்பர் மாதம் ஆரம்பமான "ஓயாத அலைகள் 3" யாழ் நகரின் வாசல் வரை வந்தது. பல கட்டங்களாக நடந்த "ஓயாத அலைகள் 3"இல் விடுதலைப் புலிகளின் படையணிகள் அரியாலையில் தரையிறங்கி யாழ்ப்பாண நகருக்கு மிக அண்மையாக நின்றன. அத்துடன் சாவகச்சேரி போன்ற பகுதிகளையும் கைப்பற்றி இருந்தன.
 

Provoked - A true story

The situation in Sri Lanka is clearly an armed conflict governed by only humanitarian law. But the Sri Lankan authorities never failed to make serious efforts to seek to avoid application of humanitarian law at all but rather to have the international community view the armed conflict as a ‘terrorism/counter terrorism’ conflict. In this regard the United States has been very forward, putting a great deal of pressure on other states, notably the U.K., Canada, and the EU, to join it in listing the LTTE as a terrorist group.

 It is in fact unfortunate that these great nations failed to understand or rather appreciate that there is no rule in international law that forbids either civil wars or wars of national liberation in the exercise of self-determination. These struggles are simply not terrorism. Also obvious is the fact that the LTTE is not seeking the Sinhalese areas in the south but seeks to defend itself and the Tamils in the traditional Tamil areas. In this sense, the Tamil areas, the Sri Lankan forces are seen as a Sinhalese occupation.

Sri Lankan government has twin intentions. One was to seduce the international community by their charm offensive and to engage in a covert and overt genocide war against the Tamils. It is a natural event that the International Community is gradually and carefully coming out of the seduction. The actions of the USA, the UK, the EU in particular attributes to this state of affairs. It is high time that they accepted that Sri Lanka is a failed state: an out-law state that has the blood of the Tamils in their hands which has no regard for international law. The West can not be pretending any longer to be snoring while being wide awake.

அண்மைக்காலமாக சிறிலங்காவிலிருந்து இறக்குமதி செய்யப்படும் பொருட்களை புறக்கணிப்பு செய்யுங்கள், இதன் மூலம் சிறிலங்காவுக்கு யுத்தம் செய்ய நிதி பற்றாக்குறை ஏற்படும் என்பது மாதிரியெல்லாம் கட்டுரைகளை பிரசுரித்தீர்கள். சில தமிழ் இணையத்தளங்களும் இது பற்றிய சுலோகங்கள் தாங்கிய அறிவுறுத்தல்களை பிரசுரித்தன. இப்பிரச்சாரங்களால் உந்தப்பட்டோ என்னவோ லண்டனில் ஒரு தமிழ் வர்த்தக நிறுவனம் தாங்கள் இனி சிறிலங்காவிலிருந்து இறக்குமதியாகும் சில பொருட்களை விற்பனை செய்யப்போவதில்லை என ஒரு பேப்பரில் விளம்பரம் செய்தது. எல்லாம் நல்லபடி நடக்கிறது என மகிழ்ச்சியடைந்தால், கடந்த வெள்ளியன்று நடந்த சம்பவம் வேறுவிதமாக இருந்தது.

British MP Simon Hughes is reported to have said in the course of the recent House of Commons debate on Sri Lanka; "if later the Tamil people voted for independence, unharassed and without any pressure, that would raise other issues the world would have to accommodate that through proper international recognition ."  Now, in my view the matter is probably academic since I doubt whether the majority of Tamils support independence, but that is beside the point. The topic of this article is this: If, hypothetically, "without pressure or harassment", a majority did support independence, what then?

Sovereignty and self-determination

The concept of sovereignty of a nation state traditionally lays emphasis on non-interference in its internal affairs by other states; it's about letting countries get on their own economic, social and cultural policies without others dictating terms. This concept is not necessarily opposed to recognizing the right to self-determination for constituents of the nation state. The old USSR constitution explicitly incorporated such a right, though what would have happened if one of the units had tried to secede is moot. My point is that, conceptually, a sovereign state, whose constitution recognises the right to self-determination of some of its constituent citizens, is perfectly logical and non-contradictory; sovereignty and the right to self-determination are logically compatible.

The question of destroying LTTE’s military capability has dominated our strategic discourse for more than three decades. The answer of a war of attrition against the LTTE, has been as immutable and inscrutable as religious belief. The present government has clearly indicated their determination to continue fighting against the LTTE and they believe that this strategy would ensure their victory over terrorism. However for those strategists who accept terrorism as a tactic but not as an ideology, the process of weakening the LTTE’s military capability prior to political negations is of paramount importance. This article is an attempt to assess ‘the question of destroying the LTTE’s military capability’ as a means of reaching a permanent political solution.
 

Despite many interpretations of our history, theoretically and empirically it is evident that Sinhalese and Tamils display two different identities. We have few similarities and many differences. Historically, culturally and politically we are two divided ethnic groups and history has produced more evidence to prove division between Sinhalese and Tamils than to prove harmony between them. The Tamil secessionist movement was born with the gradual enlightenment of many Tamils who now believe and advocate the idea that the Tamils can have neither justice nor a future from a Sinhalese government. Therefore, there will be no harmony between Tamils and Sinhalese and this reality has emerged as a result of historical, cultural and political polarisation.
